Narrative:

#1 flight director written up as inoperative at izmir (adb). Maintenance was performed and #1 flight director appeared normal at preflight. I selected #2 flight director for takeoff and climbing through 10000 ft MSL I selected #1 flight director to evaluate the status. It appeared to me to be following FMS commands. At this time, the FAA jump seater told me I was possibly in violation of FARS. I reselected #2 flight director and proceeded to cdg. I believe far 121.537(D) responsibility for operational control supplemental operations gives the PIC full authority/authorized to operate the aircraft without limitation. Evaluating aircraft and system, components falls under this far in my understanding.

Title: FAA INSPECTOR THREATENS THAT FLC ARE IN VIOLATION OF OPERATING ONE OF THE ACFT'S FLT DIRECTORS IN NON COMPLIANCE WITH A MAINT DISCREPANCY WRITE-UP.

Narrative: #1 FLT DIRECTOR WRITTEN UP AS INOP AT IZMIR (ADB). MAINT WAS PERFORMED AND #1 FLT DIRECTOR APPEARED NORMAL AT PREFLT. I SELECTED #2 FLT DIRECTOR FOR TKOF AND CLBING THROUGH 10000 FT MSL I SELECTED #1 FLT DIRECTOR TO EVALUATE THE STATUS. IT APPEARED TO ME TO BE FOLLOWING FMS COMMANDS. AT THIS TIME, THE FAA JUMP SEATER TOLD ME I WAS POSSIBLY IN VIOLATION OF FARS. I RESELECTED #2 FLT DIRECTOR AND PROCEEDED TO CDG. I BELIEVE FAR 121.537(D) RESPONSIBILITY FOR OPERATIONAL CTL SUPPLEMENTAL OPS GIVES THE PIC FULL AUTH TO OPERATE THE ACFT WITHOUT LIMITATION. EVALUATING ACFT AND SYS, COMPONENTS FALLS UNDER THIS FAR IN MY UNDERSTANDING.
