Narrative:

40 mins prior to departure, first officer requests deicing for aircraft at gate. SOP's accomplished for preparing aircraft for deicing. Deicing began around XA15. At approximately XA25, we felt the aircraft lurch twice in about a 3-SECOND time frame. I asked the first officer to take a look outside and see what happened. He immediately reported that the horizontal stabilizer had been struck. I left my seat and went out to the ramp and discovered that the right outboard anti-float tab on the horizontal stabilizer was hanging from stabilizer. With numerous emergency ground personnel already on the scene, I returned to the aircraft and immediately called dispatch to inform them of the situation and subsequently made a PA to the passenger informing of the situation and asking them to deplane with the luggage and follow the gate agent's instructions. I briefly went back out to the ramp to ascertain the condition of the deicer and after having spoken to the fire chief/supervisor he stated that he did not appear to be seriously injured. The cherry picker appeared to have sustained significant damage.
