Narrative:
Student pilot called jrf requesting touch and go runway 4L in aircraft at approximately XA20 on dec/wed/01. Tower replied, 'roger, check wheels down, cleared to land.' neither student nor instructor heard any further caution or instruction. Student performed an acceptable soft field (simulated) landing, and continued to take off, as requested. Tower called and asked student to telephone. Student called, tower operator advised him he was not cleared for a touch and go but should have made a full stop. Student and instructor did not hear an instruction to make full stop.

Title: A PA28 INSTRUCTOR AND STUDENT MADE A TOUCH AND GO AT PJRF (HAWAII), WHEN THEY WERE CLRED FOR A FULL STOP LNDG.
Narrative: STUDENT PLT CALLED JRF REQUESTING TOUCH AND GO RWY 4L IN ACFT AT APPROX XA20 ON DEC/WED/01. TWR REPLIED, 'ROGER, CHK WHEELS DOWN, CLRED TO LAND.' NEITHER STUDENT NOR INSTRUCTOR HEARD ANY FURTHER CAUTION OR INSTRUCTION. STUDENT PERFORMED AN ACCEPTABLE SOFT FIELD (SIMULATED) LNDG, AND CONTINUED TO TAKE OFF, AS REQUESTED. TWR CALLED AND ASKED STUDENT TO TELEPHONE. STUDENT CALLED, TWR OPERATOR ADVISED HIM HE WAS NOT CLRED FOR A TOUCH AND GO BUT SHOULD HAVE MADE A FULL STOP. STUDENT AND INSTRUCTOR DID NOT HEAR AN INSTRUCTION TO MAKE FULL STOP.
