Narrative:
Normal start, taxi. Advised cun tower we were ready for takeoff. Cun tower cleared us for takeoff. We asked 'what was our takeoff altitude restr?' as we had no other altitude guidance other than FL350 from our clearance and there is usually an intermediate altitude on takeoff from cun. Tower did not give us any altitude restr and cleared us for a second time to take off. Normal takeoff until contacting departure control. They advised us that cun tower claimed that we took off without clearance. Tried to contact cun tower. Could hear him talk to several aircraft, but he would not answer us even when another carrier's pilot advised him that air carrier X was trying to contact him. He finally told us to stand by. We contacted cun operations to see if they could ascertain what the problem was. They shortly returned our call saying that cun tower said it was no problem. Consensus of flight crew is that a controller was ground controller and also the one who cleared us for takeoff both times. The controller who claimed we took off without clearance was a different controller. Believe there was a bad handoff of duties in the tower at the time we were cleared for takeoff. We were cleared for takeoff 2 times.

Title: A B737 CREW, DEPARTING CANCUN (MMUN), MEXICO, WERE TOLD BY DEP CTL THEY HAD NOT BEEN CLRED FOR TKOF.
Narrative: NORMAL START, TAXI. ADVISED CUN TWR WE WERE READY FOR TKOF. CUN TWR CLRED US FOR TKOF. WE ASKED 'WHAT WAS OUR TKOF ALT RESTR?' AS WE HAD NO OTHER ALT GUIDANCE OTHER THAN FL350 FROM OUR CLRNC AND THERE IS USUALLY AN INTERMEDIATE ALT ON TKOF FROM CUN. TWR DID NOT GIVE US ANY ALT RESTR AND CLRED US FOR A SECOND TIME TO TAKE OFF. NORMAL TKOF UNTIL CONTACTING DEP CTL. THEY ADVISED US THAT CUN TWR CLAIMED THAT WE TOOK OFF WITHOUT CLRNC. TRIED TO CONTACT CUN TWR. COULD HEAR HIM TALK TO SEVERAL ACFT, BUT HE WOULD NOT ANSWER US EVEN WHEN ANOTHER CARRIER'S PLT ADVISED HIM THAT ACR X WAS TRYING TO CONTACT HIM. HE FINALLY TOLD US TO STAND BY. WE CONTACTED CUN OPS TO SEE IF THEY COULD ASCERTAIN WHAT THE PROB WAS. THEY SHORTLY RETURNED OUR CALL SAYING THAT CUN TWR SAID IT WAS NO PROB. CONSENSUS OF FLC IS THAT A CTLR WAS GND CTLR AND ALSO THE ONE WHO CLRED US FOR TKOF BOTH TIMES. THE CTLR WHO CLAIMED WE TOOK OFF WITHOUT CLRNC WAS A DIFFERENT CTLR. BELIEVE THERE WAS A BAD HDOF OF DUTIES IN THE TWR AT THE TIME WE WERE CLRED FOR TKOF. WE WERE CLRED FOR TKOF 2 TIMES.
