Narrative:
During climb phase of flight frp, teb tp ZZZ level at FL230, we experienced a reverse unlock light. We decided to divert to iad for the long runway and maintenance. ATC descended us to 17000 ft. While over bwi and inbound to iad, ATC called traffic at one O'clock and climbing through our altitude. His altitude at that time was 15800 ft as seen on TCAS ii and he was climbing. Both the PIC and sic had the traffic visually and noted that it was climbing and closing rapidly. We received a TA, RA and a TCAS ii climb. We executed an immediate right turn and climbed to 17400 ft. Traffic passed to our left and below. We returned to 17000 ft and continued on course to iad and reported the incident to iad approach control. Contributing factors: unknown.

Title: A G-4 FO RPTS A POTENTIAL CONFLICT WITH TFC CLIMBING THROUGH THEIR ALT DURING THEIR DESCENT AND MAINT DIVERSION INTO IAD WHILE AT 17000 FT NEAR BWI, MD.
Narrative: DURING CLIMB PHASE OF FLT FRP, TEB TP ZZZ LEVEL AT FL230, WE EXPERIENCED A REVERSE UNLOCK LIGHT. WE DECIDED TO DIVERT TO IAD FOR THE LONG RWY AND MAINT. ATC DESCENDED US TO 17000 FT. WHILE OVER BWI AND INBOUND TO IAD, ATC CALLED TFC AT ONE O'CLOCK AND CLIMBING THROUGH OUR ALTITUDE. HIS ALTITUDE AT THAT TIME WAS 15800 FT AS SEEN ON TCAS II AND HE WAS CLIMBING. BOTH THE PIC AND SIC HAD THE TFC VISUALLY AND NOTED THAT IT WAS CLIMBING AND CLOSING RAPIDLY. WE RECEIVED A TA, RA AND A TCAS II CLIMB. WE EXECUTED AN IMMEDIATE R TURN AND CLIMBED TO 17400 FT. TFC PASSED TO OUR L AND BELOW. WE RETURNED TO 17000 FT AND CONTINUED ON COURSE TO IAD AND RPTED THE INCIDENT TO IAD APCH CTL. CONTRIBUTING FACTORS: UNKNOWN.
