Narrative:
Crew did not reset stabilizer trim to takeoff position after off-gate deicing procedures were complete. Takeoff was discontinued as soon as thrust was increased toward takeoff power and takeoff warning horn sounded. Crew immediately cleared active runway, reset trim and proceeded with a normal takeoff. Crew was distraction by unusual, off-gate deicing procedures. These procedures included starting engine #1 and shutting down the APU before deicing began, and then, using the xbleed start procedure after deicing was complete. The close proximity to other aircraft and equipment on the ramp during deicing and initial taxi was also a distracter. Supplemental information from acn 534130: crew discussed this was an unusual procedure because of the close proximity of other aircraft and equipment with the need to do xbleed start for #2 engine. During taxi out, the before start checklist was accomplished without proper trim setting.

Title: A B737-300 FLC ABORTS THEIR TKOF ON INITIAL ROLL WHEN THE ACFT CONFIGN WARNING DETECTS A STABILIZER IMPROPERLY SET FOR TKOF.
Narrative: CREW DID NOT RESET STABILIZER TRIM TO TKOF POS AFTER OFF-GATE DEICING PROCS WERE COMPLETE. TKOF WAS DISCONTINUED AS SOON AS THRUST WAS INCREASED TOWARD TKOF PWR AND TKOF WARNING HORN SOUNDED. CREW IMMEDIATELY CLRED ACTIVE RWY, RESET TRIM AND PROCEEDED WITH A NORMAL TKOF. CREW WAS DISTR BY UNUSUAL, OFF-GATE DEICING PROCS. THESE PROCS INCLUDED STARTING ENG #1 AND SHUTTING DOWN THE APU BEFORE DEICING BEGAN, AND THEN, USING THE XBLEED START PROC AFTER DEICING WAS COMPLETE. THE CLOSE PROX TO OTHER ACFT AND EQUIP ON THE RAMP DURING DEICING AND INITIAL TAXI WAS ALSO A DISTRACTER.
