Cleared dylin arrival (mem-ewr). Passing kerno, briefed and observed crossing restr at stefe at or above 13000 ft. We failed to see attitude restr to cross dqo at or above FL200, then continued with arrival and restrs. Problem: chart depiction. Dqo crossing restr is printed directly below VOR information box with dark printed arrow pointing to VOR location. All other altitude restrs are depicted with light printed arrows that point to location of altitude restr. Solution: relocate dqo crossing altitude restr away from VOR box information and designate with light print arrow.
