Narrative:
ZNY house did an airspace change between har sector and the mxe sector. This occurred on dec/thu/01. The hgr sector at ZDC was not made aware of this airspace change, which was adjacent airspace. It is critical in ATC to know who owns the airspace which abuts your airspace. ZDC controllers were made aware of this airspace change on jan/fri/02. The problem is no one is briefing controllers on airspace changes.

Title: ZNY CTLR IS ADVISED THAT ADJOINING SECTOR IN ZDC HAS NOT BEEN NOTIFIED OF ZNY SECTOR AIRSPACE CHANGES.
Narrative: ZNY HOUSE DID AN AIRSPACE CHANGE BTWN HAR SECTOR AND THE MXE SECTOR. THIS OCCURRED ON DEC/THU/01.
