Narrative:
Aircraft X's APU was replaced on late night shift and I took a turnover on jan/sun/02. The APU exhaust muffler bellows is deteriorated. The bellows couples the APU exhaust to the exhaust duct. The APU change work card was stopped at the step where the exhaust bellows is connected. The remaining steps are open including the final inspection rii. I was advised by maintenance operations to enter in the fmr that the work card wasn't completed. I did what he requested. I discussed this with ovhl quality assurance and ovhl technician foreman. They agree this wasn't proper. Basically, the aircraft has a major component replaced and the paperwork wasn't completed and could become a safety hazard if anyone tried to start the APU. The modification disagreed and the aircraft routing was changed and still has not been repaired and the paperwork is still incomplete.

THE MODIFICATION DISAGREED AND THE ACFT ROUTING WAS CHANGED AND STILL HAS NOT BEEN REPAIRED AND THE PAPERWORK IS STILL INCOMPLETE.
