Narrative:
Sarasota ground control cleared me to taxi to runway 04. As I was unfamiliar with the airport, I consulted the airport diagram to confirm the route was via taxiway a to taxiway B and right on B to runway 04. Approaching runway 04, I stopped on taxiway a and called the ground controller to verify I was cleared across runway 04. Ground control chastised me for taxiing to the wrong runway, repeated I was cleared to runway 04, and instructed me to make a 180 degree turn and proceed to taxiway D, then left on D to runway 04. There was no actual incursion onto runway 04 because I questioned the clearance, but the incident would not have occurred had taxiway D been charted and/or the controller been aware that was the case and issued a more specific clearance. A copy of the airport diagram is enclosed to illustrate. It is from the terminal procedures booklet prior to the one I was using at the time of the incident, but the current booklet also fails to show taxiway D. Callback conversation with reporter revealed the following information: a 'ksrq' operations officer revealed that there is present on going construction at ksrq to lengthen runway 14/32 along with the associated 'a' taxiway. The southeast portion was just completed with a 1150 ft addition. The northwest portion with a 1350 ft addition is slated for completion in approximately three months. Another project which was finished in early 2001, approximately one yr ago, was the construction of 'D' taxiway. Delta starts at 'a' taxiway paralleling 4/22 to the end of runway 4.

Title: A C177 PLT, TAXIING FOR TKOF AT KSRQ, DISCOVERED HIS ARPT DIAGRAM DID NOT SHOW AN EXISTING TXWY.
Narrative: SARASOTA GND CTL CLRED ME TO TAXI TO RWY 04. AS I WAS UNFAMILIAR WITH THE ARPT, I CONSULTED THE ARPT DIAGRAM TO CONFIRM THE RTE WAS VIA TXWY A TO TXWY B AND R ON B TO RWY 04. THE SE PORTION WAS JUST COMPLETED WITH A 1150 FT ADDITION. THE NW PORTION WITH A 1350 FT ADDITION IS SLATED FOR COMPLETION IN APPROX THREE MONTHS.
