Narrative:
On takeoff we observed fuel venting from the left outboard fuel cap (not uncommon in the king air). We notified ATC and said that we wanted to return to the airport. We were cleared back to the airport and made a left turn to enter left base to runway 4 at 55J. The PNF changed frequencys to notify the local traffic of our intentions. Meanwhile (unknown to us) approach was trying to call. I began a descent into the pattern for landing and the PNF switched back to jax approach to cancel IFR. The controller advised us that we were well off of our assigned altitude and that our cancellation was received. We landed without further incident. Supplemental information from acn 535697: controller gave instructions 'cleared left turn direct to airport.' I was the PNF and became very busy with checklists and radio. PF heard cleared left to airport, and I believe he took that clearance as cleared for the visual. He descended out of 2000 ft without my knowledge.

Title: DURING A DEP CLB, A CPR BE20 FLC EXPERIENCES FUEL VENTING FROM A GAS CAP AND THEN AN ALTDEV DURING THEIR RETURN LAND AT 55J, FL.
Narrative: ON TKOF WE OBSERVED FUEL VENTING FROM THE L OUTBOARD FUEL CAP (NOT UNCOMMON IN THE KING AIR). WE NOTIFIED ATC AND SAID THAT WE WANTED TO RETURN TO THE ARPT. WE WERE CLRED BACK TO THE ARPT AND MADE A L TURN TO ENTER L BASE TO RWY 4 AT 55J. THE PNF CHANGED FREQS TO NOTIFY THE LCL TFC OF OUR INTENTIONS. MEANWHILE (UNKNOWN TO US) APCH WAS TRYING TO CALL. I BEGAN A DSCNT INTO THE PATTERN FOR LNDG AND THE PNF SWITCHED BACK TO JAX APCH TO CANCEL IFR. THE CTLR ADVISED US THAT WE WERE WELL OFF OF OUR ASSIGNED ALT AND THAT OUR CANCELLATION WAS RECEIVED. WE LANDED WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 535697: CTLR GAVE INSTRUCTIONS 'CLRED L TURN DIRECT TO ARPT.' I WAS THE PNF AND BECAME VERY BUSY WITH CHKLISTS AND RADIO. PF HEARD CLRED L TO ARPT, AND I BELIEVE HE TOOK THAT CLRNC AS CLRED FOR THE VISUAL. HE DSNDED OUT OF 2000 FT WITHOUT MY KNOWLEDGE.
