Narrative:
Upon departing the teb airport runway 24 on jan/xa/02 at XA30Z, the crew of aircraft X incorrectly stated to the departure controller 'climbing to 2000 ft.' the altitude alerter was set at the required 1500 ft. Upon receiving this call-up, the controller's voice became enraged and threatened the crew with a violation if 1500 ft was exceeded. At no time did aircraft X climb above 1500 ft before completing the turn to heading 280 degrees. Due to the intimidating, threatening tone by ATC, the crew belatedly began the turn to heading 280 degrees at teb 30 DME and completed the turn at teb 280 degree radial 4.1 DME. The controller then admonished the crew by saying this was the worst execution of this procedure he had ever seen. The very next aircraft to depart teb runway 24, an executive jet, also reported climbing to 2000 ft and was reprimanded.

Title: C556 CREW OFF TEB ON TEB 5 DEP RECEIVE CTLR'S IRE ON RPTING CLBING TO 2000 FT BUT PLTS HAD SET THE ALT ALERTER TO 1500 FT.
Narrative: UPON DEPARTING THE TEB ARPT RWY 24 ON JAN/XA/02 AT XA30Z, THE CREW OF ACFT X INCORRECTLY STATED TO THE DEP CTLR 'CLBING TO 2000 FT.' THE ALT ALERTER WAS SET AT THE REQUIRED 1500 FT. UPON RECEIVING THIS CALL-UP, THE CTLR'S VOICE BECAME ENRAGED AND THREATENED THE CREW WITH A VIOLATION IF 1500 FT WAS EXCEEDED. AT NO TIME DID ACFT X CLB ABOVE 1500 FT BEFORE COMPLETING THE TURN TO HDG 280 DEGS. DUE TO THE INTIMIDATING, THREATENING TONE BY ATC, THE CREW BELATEDLY BEGAN THE TURN TO HDG 280 DEGS AT TEB 30 DME AND COMPLETED THE TURN AT TEB 280 DEG RADIAL 4.1 DME.
