Narrative:

I do not recall descending the lead aircraft (A319) through the altitude of the trailing aircraft (JS32). When I observed both aircraft at 9000 ft, I had legal separation and the A319 was 30 KTS faster than the JS32. I may have had visual at the time of the descent. I just can't recall. Tmu was changing runway assignments and flowing aircraft at last min. I also had similar sounding call signs. Aircraft were not reading back clrncs correctly. We were also coming out of a noise abatement confign. It was a very busy time.
