Narrative:
As I was working on an aircraft, next to a taxiway, a C206 put his aircraft in such a position that the propeller wash was directed at the plane I was working on. The pilot was not paying attention to what was around the airplane (he was looking at his checklist and instrument panel). So as an effort to get his attention, I moved his elevator to the level position and back down. A corrective action for this would be to post a sign that states, perform run-ups only when parallel with the runway. Merrill field, anchorage, ak, has such a sign. This would prevent pilots from damaging other planes with their propeller wash. This event happened at stinson airport, tx, ssf, at the approach end of runway 14 and the FBO parking area.

Title: C206 PLT PERFORMED ENG RUN-UP WITH THE TAIL OF ACFT POINTED AT PARKED ACFT. A PLT WORKING ON A PARKED ACFT GOT THE ATTN OF THE PLT TO THROTTLE BACK ENG AND GO TO ANOTHER LOCATION.
Narrative: AS I WAS WORKING ON AN ACFT, NEXT TO A TXWY, A C206 PUT HIS ACFT IN SUCH A POS THAT THE PROP WASH WAS DIRECTED AT THE PLANE I WAS WORKING ON. THE PLT WAS NOT PAYING ATTN TO WHAT WAS AROUND THE AIRPLANE (HE WAS LOOKING AT HIS CHKLIST AND INST PANEL). SO AS AN EFFORT TO GET HIS ATTN, I MOVED HIS ELEVATOR TO THE LEVEL POS AND BACK DOWN. A CORRECTIVE ACTION FOR THIS WOULD BE TO POST A SIGN THAT STATES, PERFORM RUN-UPS ONLY WHEN PARALLEL WITH THE RWY. MERRILL FIELD, ANCHORAGE, AK, HAS SUCH A SIGN. THIS WOULD PREVENT PLTS FROM DAMAGING OTHER PLANES WITH THEIR PROP WASH. THIS EVENT HAPPENED AT STINSON ARPT, TX, SSF, AT THE APCH END OF RWY 14 AND THE FBO PARKING AREA.
