After takeoff on flap retraction, flaps stopped at 17 degrees, no asymmetrical problems. Followed ECAM and checklists. Returned to ZZZ, runway xx, no emergency was declared. Approach, landing, and taxi in were all uneventful.

Title: AN AIRBUS 300-600 AFTER TKOF AT 3000 FT ACFT DIVERTED DUE TO THE TRAILING EDGE FLAPS FAILED TO RETRACT AND STOPPED AT 17 UNITS. CAUSE UNKNOWN.
Narrative: AFTER TKOF ON FLAP RETRACTION, FLAPS STOPPED AT 17 DEGS, NO ASYMMETRICAL PROBS. FOLLOWED ECAM AND CHKLISTS. RETURNED TO ZZZ, RWY XX, NO EMER WAS DECLARED. APCH, LNDG, AND TAXI IN WERE ALL UNEVENTFUL.
