Narrative:
During approach into shannon, ireland, for a technical fuel stop, we were on a radar vector and descending through transition altitude to assigned altitude of 4000 ft MSL. Shannon assigned 4000 ft and gave altimeter setting of 994. Crew understood altimeter to be 29.94 because controller failed to say 994 millibars. Crew set altimeter setting and approach said we were lower than assigned altitude. Crew selected proper altimeter of .994 millibars and was about 450 ft low. Approach advised he gave us .994 millibars and nothing else was said. We leveled at 4000 ft and landed.

Title: AN LJ36 CREW, ON APCH TO EINN, MISUNDERSTOOD ATC, SETTING THEIR ALTIMETERS TO 29.94, WHEN IN FACT ATC HAD GIVEN A .994 MILLIBAR SETTING.
Narrative: DURING APCH INTO SHANNON, IRELAND, FOR A TECHNICAL FUEL STOP, WE WERE ON A RADAR VECTOR AND DSNDING THROUGH TRANSITION ALT TO ASSIGNED ALT OF 4000 FT MSL. APCH ADVISED HE GAVE US .994 MILLIBARS AND NOTHING ELSE WAS SAID. WE LEVELED AT 4000 FT AND LANDED.
