Narrative:

After having close to a 2 hour ground hold on departure, both crew were anxious to taxi. Taxi clearance was granted and it was to taxi behind another aircraft and hold short of taxiway C. The captain, seeing that the other aircraft was not moving and not between us and the runway, elected to taxi contrary to the controller's instructions. While the captain was taxiing and trying to transmit intentions on a cluttered ground frequency, the aircraft passed the holding restr. Prior to this I had voiced my concern as to the captain's actions. There was no conflict with any traffic during the time that the aircraft was moving. Nor did the aircraft cross any active runway. A misunderstanding of the issued clearance contributed to the crossing of the restr.

Title: LJ55 CAPT IGNORED THE ATCT GND CTLR'S CLRNC FOR TAXI AT HPN.

Narrative: AFTER HAVING CLOSE TO A 2 HR GND HOLD ON DEP, BOTH CREW WERE ANXIOUS TO TAXI. TAXI CLRNC WAS GRANTED AND IT WAS TO TAXI BEHIND ANOTHER ACFT AND HOLD SHORT OF TXWY C. THE CAPT, SEEING THAT THE OTHER ACFT WAS NOT MOVING AND NOT BTWN US AND THE RWY, ELECTED TO TAXI CONTRARY TO THE CTLR'S INSTRUCTIONS. WHILE THE CAPT WAS TAXIING AND TRYING TO XMIT INTENTIONS ON A CLUTTERED GND FREQ, THE ACFT PASSED THE HOLDING RESTR. PRIOR TO THIS I HAD VOICED MY CONCERN AS TO THE CAPT'S ACTIONS. THERE WAS NO CONFLICT WITH ANY TFC DURING THE TIME THAT THE ACFT WAS MOVING. NOR DID THE ACFT CROSS ANY ACTIVE RWY. A MISUNDERSTANDING OF THE ISSUED CLRNC CONTRIBUTED TO THE XING OF THE RESTR.
