Narrative:
ZSE cleared us to operate in class B airspace, vectored for visual to bfi (instructed to remain 3000 ft or above). When ZSE was advised field was in sight, we were given 'clearance' for visual approach, contact bfi tower. Began visual descent while contacting tower. Was on and flying ILS as reference, when contact was made. Tower advised I was violating class B airspace. I replied I was cleared to operate in class B by ZSE. Tower instructed an immediate descent to below class B floor, which I complied with. Perhaps a better handoff between controling agencies could have prevented the confusion. I was under control of ZSE from the descent 11500 ft MSL through class B until the handoff to bfi tower.

Title: CESSNA 414 PLT DSNDS VFR THROUGH CLASS B AIRSPACE UNDER RADAR VECTORS BY APCH CTL. HE IS SUBSEQUENTLY RELEASED FOR A VISUAL APCH TO A TWR CTLED ARPT AND ADVISED BY THE TWR CTLR THAT HE DOES NOT HAVE CLRNC TO BE IN CLASS B AIRSPACE.
Narrative: ZSE CLRED US TO OPERATE IN CLASS B AIRSPACE, VECTORED FOR VISUAL TO BFI (INSTRUCTED TO REMAIN 3000 FT OR ABOVE). WHEN ZSE WAS ADVISED FIELD WAS IN SIGHT, WE WERE GIVEN 'CLRNC' FOR VISUAL APCH, CONTACT BFI TWR. BEGAN VISUAL DSCNT WHILE CONTACTING TWR. WAS ON AND FLYING ILS AS REF, WHEN CONTACT WAS MADE. TWR ADVISED I WAS VIOLATING CLASS B AIRSPACE. I REPLIED I WAS CLRED TO OPERATE IN CLASS B BY ZSE. TWR INSTRUCTED AN IMMEDIATE DSCNT TO BELOW CLASS B FLOOR, WHICH I COMPLIED WITH. PERHAPS A BETTER HDOF BTWN CTLING AGENCIES COULD HAVE PREVENTED THE CONFUSION. I WAS UNDER CTL OF ZSE FROM THE DSCNT 11500 FT MSL THROUGH CLASS B UNTIL THE HDOF TO BFI TWR.
