Narrative:
B737 crew came over 17500 ft, descending to 17000 ft, 5 mi west of har VOR inbound to phl. DH8 was about 10 mi south of har VOR northbound en route. Thought aircraft one was far enough to stay in front of aircraft #2. Poor judgement and winds were factor.

Title: ZNY CTLR MISJUDGES NEEDED SPACING BTWN DASH 8 AND OVERTAKING B737 INBOUND TO PHL.
Narrative: B737 CREW CAME OVER 17500 FT, DSNDING TO 17000 FT, 5 MI W OF HAR VOR INBOUND TO PHL. DH8 WAS ABOUT 10 MI S OF HAR VOR NBOUND ENRTE. THOUGHT ACFT ONE WAS FAR ENOUGH TO STAY IN FRONT OF ACFT #2. POOR JUDGEMENT AND WINDS WERE FACTOR.
