Narrative:
Under ZOA control, radar vector, descending to 8000 ft, center called traffic at 1 O'clock position, 7500 ft. TCASII showed traffic 1 O'clock position, 10 mi, 2000 ft below, level as we passed 9500 ft. No visual. Center called us as traffic to the other aircraft. He reported visual and said he's climbing to 9500 ft to avoid our wake. He became a TA at about 1000 ft below us, climbing. ZOA notified. He became an RA at 8500 ft with 'monitor vertical speed' commanded and red zone below level flight. We leveled off and RA became a 'climb' command. We climbed to 8900 ft and 'clear of conflict' with 500 ft vertical separation occurred. I find it disturbing that 2 aircraft communicating with the same controller can pass so closely with no intervention. We never saw the mooney visually and I credit TCASII with the save. Second time in the last 3 months. First officer was at the controls and did a fine job responding to the RA.

Title: A320 FLC INITIATE TCASII MANEUVER DUE TO VFR ACFT CLBING IN VICINITY TO AVOID WAKE TURB. A320 CONCERNED THAT MORE SHOULD HAVE BEEN DONE BY ZOA AND OTHER PLT.
Narrative: UNDER ZOA CTL, RADAR VECTOR, DSNDING TO 8000 FT, CTR CALLED TFC AT 1 O'CLOCK POS, 7500 FT. TCASII SHOWED TFC 1 O'CLOCK POS, 10 MI, 2000 FT BELOW, LEVEL AS WE PASSED 9500 FT. NO VISUAL. CTR CALLED US AS TFC TO THE OTHER ACFT. HE RPTED VISUAL AND SAID HE'S CLIMBING TO 9500 FT TO AVOID OUR WAKE. HE BECAME A TA AT ABOUT 1000 FT BELOW US, CLBING. ZOA NOTIFIED. HE BECAME AN RA AT 8500 FT WITH 'MONITOR VERT SPD' COMMANDED AND RED ZONE BELOW LEVEL FLT. WE LEVELED OFF AND RA BECAME A 'CLB' COMMAND.
