Narrative:

I felt the turns issued to aircraft #1 were sufficient and felt that the target jumps were an erroneous representation as to the aircraft's actual track and position. Supplemental information from acn 541219: I had just taken the area. Controller had a halo on one of the conflicting aircraft. I asked if he had considered descending the northbound aircraft and he said, due to target jump, the turns issued had not taken effect yet. Additional turns too late to separate.
