Narrative:
At approximately XA55Z on mar/tue/02, we were under control of ZNY. We were east of hayed intersection on the williamsport arrival (fqm.FQM1) when ZNY cleared us out of 13000 ft to be at 7000 ft by sweet intersection. Center then casually informed us of VFR traffic, a beechcraft baron, at our 2 O'clock position moving right to left at 9500 ft. Center was trying to decide which way to turn us. We promptly advised center of IMC below us, so center said 'just to be safe, stop your descent at 10000 ft.' we entered IMC around 10400 ft and got a TCASII TA around 10200 ft followed quickly by a TCASII RA around 10000 ft. We were solid IMC at this time. We followed the TCASII RA, climbed to about 11000 ft, advised ZNY of our actions, and re-established control with ATC with a vector and clearance back down to 7000 ft. The baron was on frequency and heard all this so he advised center that he was in between layers of clouds at 9500 ft. Our TCASII showed the baron passing directly below us during the RA so we emphasized to center that the WX was solid IMC at 10000 ft. Center said that he was not up there to see and apologized. The baron subsequently advised center that he was climbing to 11500 ft, which was clear of clouds.

THE BARON WAS ON FREQ AND HEARD ALL THIS SO HE ADVISED CTR THAT HE WAS IN BTWN LAYERS OF CLOUDS AT 9500 FT.
