Narrative:
During walkaround, nosewheel tire gauges were noted to be in the normal range. While turning from the ramp onto taxiway a, ground agents signaled us to stop. We stopped. The right nosewheel tire had come partially off the rim. We stopped blocking taxiway a at the intersection with taxiway F. We coordination by radio with ground control, operations, ramp control, contract maintenance, and maintenance control. During consultation with maintenance control, we were told to change the tire on the taxiway without further aircraft movement. Passenger were deplaned using a ramp stand stairway. Contract maintenance changed the tire per maintenance control work instructions. The deflated tire gauge still read in the normal range even though the tire was partially off the rim. We then departed.

Title: A FOKKER 100 DURING WALKAROUND CHK THE NOSEWHEEL TIRE PRESSURES INDICATED NORMAL. ON TAXI OUT, THE R NOSEWHEEL TIRE CAME OFF THE WHEEL.
Narrative: DURING WALKAROUND, NOSEWHEEL TIRE GAUGES WERE NOTED TO BE IN THE NORMAL RANGE. WHILE TURNING FROM THE RAMP ONTO TXWY A, GND AGENTS SIGNALED US TO STOP. WE STOPPED.
