Narrative:
On a solo cross country from dhn to tlh (second leg of cross country), I called clearance/ground at dothan. I was located at the ramp and was given a clearance to tallahassee as well as a taxi clearance 'onto taxiway G and to taxi back on runway 14,' the active runway. After taxiing onto taxiway G, I proceeded to cross the hold short line to runway 14, at which time clearance/ground control announced that I was not cleared to taxi onto the active runway. The controller explained that a 'clearance to taxi' includes taxiing clear of the active runway. However, the clearance instructions included a taxi-back which has to take place on the active runway, thereby voiding the clause 'taxiing clear of the active runway.' at any rate, the taxi instructions were ambiguous, and I failed to ask for clarification.
Original NASA ASRS Text
Title: BY ATCT CTLR'S PERSPECTIVE, A RWY INCURSION BY A C172 PVT PLT TAXIING FOR TKOF AT DHN, AL.
Narrative: ON A SOLO XCOUNTRY FROM DHN TO TLH (SECOND LEG OF XCOUNTRY), I CALLED CLRNC/GND AT DOTHAN. I WAS LOCATED AT THE RAMP AND WAS GIVEN A CLRNC TO TALLAHASSEE AS WELL AS A TAXI CLRNC 'ONTO TXWY G AND TO TAXI BACK ON RWY 14,' THE ACTIVE RWY. AFTER TAXIING ONTO TXWY G, I PROCEEDED TO CROSS THE HOLD SHORT LINE TO RWY 14, AT WHICH TIME CLRNC/GND CTL ANNOUNCED THAT I WAS NOT CLRED TO TAXI ONTO THE ACTIVE RWY. THE CTLR EXPLAINED THAT A 'CLRNC TO TAXI' INCLUDES TAXIING CLR OF THE ACTIVE RWY. HOWEVER, THE CLRNC INSTRUCTIONS INCLUDED A TAXI-BACK WHICH HAS TO TAKE PLACE ON THE ACTIVE RWY, THEREBY VOIDING THE CLAUSE 'TAXIING CLR OF THE ACTIVE RWY.' AT ANY RATE, THE TAXI INSTRUCTIONS WERE AMBIGUOUS, AND I FAILED TO ASK FOR CLARIFICATION.
