Narrative:
During his preflight the first officer discovered that he could not transmit at all. Not on communications #1 or #2 or PA's -- nothing. We had contract maintenance come to the aircraft, but after about 40 mins still did not have the problem fixed. Over the phone, maintenance had us defer VHF communication #2 using MEL 23-3 and continue to ZZZ1. En route, we read more carefully and realized that the MEL we used did not address the real problem. The audio panel on the first officer's side was not deferrable in the MEL's.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE FO UNABLE TO XMIT ON #1, #2 VHF COM, PA OR INTERPHONE, AND DEFERRED IN CONFLICT WITH THE MEL.
Narrative: DURING HIS PREFLT THE FO DISCOVERED THAT HE COULD NOT XMIT AT ALL. NOT ON COMS #1 OR #2 OR PA'S -- NOTHING.
