Narrative:
Cleared into position to hold, and then cleared for takeoff runway 3, intersection left. As we taxied onto runway, observed a beechcraft model 18 executing a turn to the right about 3/4 mi out, and offset from runway 32 centerline about 45 degrees. Beechcraft pilot made a remark on radio to the effect that he had already been cleared to land on runway 32, and would circle until we were airborne. Tower said something to the effect of 'whoops.' we continued takeoff uneventfully. We had experienced difficulty receiving our ATC clearance, clearance delivery reported 'not in system.' ground control allowed us to taxi to runway awaiting our clearance, while our dispatch refiled us. We wound up holding #1 at intersection left for several mins on ground control frequency waiting, and then getting our clearance. We then switched to tower and were immediately cleared 'on to hold' and very quickly 'cleared for takeoff.' the result was we did not have good 'radio awareness' of other traffic. I scanned the final approach course to runway 32 visually and on TCASII, but failed to see the aircraft on a 'dogleg' to final for our runway. Apparently, he was flying an offset or angling approach. Lessons learned: look 'everywhere' for traffic approaching your runway, and be especially alert for sits where you are switched to a new frequency and given immediate clrncs. Note: this was one of the best days for WX we have had all winter!
