Narrative:
We were given taxi instructions to runway 32 on taxiway a. As we approached a crossing runway, I slowed the aircraft and repeated 'clear left.' the PNF stated 'clear right.' nothing in our taxi instructions were to hold short of any runway. As we were crossing the runway, the controller said that we were supposed to hold short of this runway. At that time we noticed a small aircraft on the runway which appeared to be taxiing slowly. We asked the controller if we should do anything and he stated 'not at this time.' when we arrived in richmond, I had air carrier contact the tower for me and I spoke with a gentleman who informed me that no action would be taken as we did not know the whole story. He thanked me for my call. Supplemental information from acn 542035: I heard the taxi clearance as 'taxi to runway 32 on taxiway a,' which implies cross all intervening runways. When we reached runway 22 (the crossing runway) the PF looked left and said 'clear left.' I looked right and said 'clear right.' we crossed and when we were in the middle of the runway, the ground controller said 'I told you to hold short of runway 22.'

Title: AN LJ31 CREW, WITH A CLRNC TO TAXI TO THEIR TKOF RWY AT SRQ, WERE CHALLENGED BY GND CTL WHEN THEY CROSSED AN INTERSECTING RWY ENRTE.
Narrative: WE WERE GIVEN TAXI INSTRUCTIONS TO RWY 32 ON TXWY A. AS WE APCHED A XING RWY, I SLOWED THE ACFT AND REPEATED 'CLR L.' THE PNF STATED 'CLR R.' NOTHING IN OUR TAXI INSTRUCTIONS WERE TO HOLD SHORT OF ANY RWY. AS WE WERE XING THE RWY, THE CTLR SAID THAT WE WERE SUPPOSED TO HOLD SHORT OF THIS RWY. AT THAT TIME WE NOTICED A SMALL ACFT ON THE RWY WHICH APPEARED TO BE TAXIING SLOWLY. WE ASKED THE CTLR IF WE SHOULD DO ANYTHING AND HE STATED 'NOT AT THIS TIME.' WHEN WE ARRIVED IN RICHMOND, I HAD ACR CONTACT THE TWR FOR ME AND I SPOKE WITH A GENTLEMAN WHO INFORMED ME THAT NO ACTION WOULD BE TAKEN AS WE DID NOT KNOW THE WHOLE STORY. HE THANKED ME FOR MY CALL. SUPPLEMENTAL INFO FROM ACN 542035: I HEARD THE TAXI CLRNC AS 'TAXI TO RWY 32 ON TXWY A,' WHICH IMPLIES CROSS ALL INTERVENING RWYS.
