Narrative:

Was working north departure sector, JS41, aircraft X was on tower assigned heading 300 degrees. Aircraft Y was sswbound after departing satellite airport. JS41 was climbed to 6000 ft to avoid BE30 overflt southeast to dca at 7000 ft. Coordination with south departure sector for aircraft Y was to climb to 6000 ft, south departure request. The root cause was 2 fold: I (north departure) had no business working the jet off of the satellite airport. I was asked to do so and I agreed to (bad judgement on my part) do it. I accepted a handoff from another controller (an overflt landing at a satellite airport outside my area of responsibility). This aircraft should have been vectored around my airspace (and given to a different controller). This aircraft: a) influenced my actions concerning the jet, and B) was a direct distraction just moving through my airspace (sbound) against the 'flow' in my area of responsibility. I should have been cognizant of a potential conflict when I climbed the JS41 to 6000 ft and then subsequently coordinated 6000 ft for the other jet. Irrespective of the distractions and non standard aircraft handling (allowing this sbound overflt and working a satellite departure), I alone am to blame for this error.

Title: DEP RADAR CTLR INADVERTENTLY ASSIGNED A JETSTREAM 41 AND AN EXECUTIVE JET TO CLB ON DEP TO THE SAME ALT FROM OPPOSITE DIRECTIONS. THEY MET WITH LTSS, BUT DID FORTUNATELY MISS EACH OTHER.

JS41 WAS CLBED TO 6000 FT TO AVOID BE30 OVERFLT SE TO DCA AT 7000 FT. COORD WITH S DEP SECTOR FOR ACFT Y WAS TO CLB TO 6000 FT, S DEP REQUEST. THIS ACFT: A) INFLUENCED MY ACTIONS CONCERNING THE JET, AND B) WAS A DIRECT DISTR JUST MOVING THROUGH MY AIRSPACE (SBOUND) AGAINST THE 'FLOW' IN MY AREA OF RESPONSIBILITY. I SHOULD HAVE BEEN COGNIZANT OF A POTENTIAL CONFLICT WHEN I CLBED THE JS41 TO 6000 FT AND THEN SUBSEQUENTLY COORDINATED 6000 FT FOR THE OTHER JET. IRRESPECTIVE OF THE DISTRACTIONS AND NON STANDARD ACFT HANDLING (ALLOWING THIS SBOUND OVERFLT AND WORKING A SATELLITE DEP), I ALONE AM TO BLAME FOR THIS ERROR.
