Narrative:
While we were on visual approach to runway 18R at tpa on approximately a 5 mi final, tpa tower cleared an A320 to back taxi on runway 18R for a full length departure (taxiway W5 to the end), part of taxiway west was closed for construction. After the A320 started to move, the controller changed his mind and ordered the A320 to stop. The A320 reported he was 20 ft beyond the hold short line. We had already been cleared to land. There was a delay in communication while, I believe, the controller was studying the situation. When we were about 600 ft AGL on a 2 mi final, the controller restated that we were cleared to land and added that the runway was clear. We had good visibility and could clearly see the runway and the A320. The first officer and I both agreed the runway was clear and it was safe to land. The landing was uneventful and the clearance with the A320 was comparable to what you see at other big airports, like lax landing on runway 25L holding short of runway 25R. I feel the operation was safe and fault no one.

Title: B757 LANDED WHEN AN A320 WAS PAST THE HOLD SHORT LINE, BUT NOT ON THE RWY.
Narrative: WHILE WE WERE ON VISUAL APCH TO RWY 18R AT TPA ON APPROX A 5 MI FINAL, TPA TWR CLRED AN A320 TO BACK TAXI ON RWY 18R FOR A FULL LENGTH DEP (TXWY W5 TO THE END), PART OF TXWY W WAS CLOSED FOR CONSTRUCTION. AFTER THE A320 STARTED TO MOVE, THE CTLR CHANGED HIS MIND AND ORDERED THE A320 TO STOP. THE A320 RPTED HE WAS 20 FT BEYOND THE HOLD SHORT LINE. WE HAD ALREADY BEEN CLRED TO LAND. THERE WAS A DELAY IN COM WHILE, I BELIEVE, THE CTLR WAS STUDYING THE SIT. WHEN WE WERE ABOUT 600 FT AGL ON A 2 MI FINAL, THE CTLR RESTATED THAT WE WERE CLRED TO LAND AND ADDED THAT THE RWY WAS CLR. WE HAD GOOD VISIBILITY AND COULD CLRLY SEE THE RWY AND THE A320. THE FO AND I BOTH AGREED THE RWY WAS CLR AND IT WAS SAFE TO LAND. THE LNDG WAS UNEVENTFUL AND THE CLRNC WITH THE A320 WAS COMPARABLE TO WHAT YOU SEE AT OTHER BIG ARPTS, LIKE LAX LNDG ON RWY 25L HOLDING SHORT OF RWY 25R. I FEEL THE OP WAS SAFE AND FAULT NO ONE.
