Narrative:

Training was in progress. Aircraft #1 was issued SVFR approach without actual 'cleared into anc class C' phraseology, was issued 'direct' to a point. Aircraft #1 elected to deviate from instruction and flew a published VFR arrival. Direct was needed for separation with aircraft #2, separation was lost and the controller was issued responsibility for loss of separation, which, if aircraft #1 did as instructed, would have been retained.

Title: INSTRUCTOR APCH CTLR JUDGED RESPONSIBLE FOR LOSS OF SEPARATION BTWN AN SMT AND A B747 1 MI FROM RWY AT 400 FT DUE TO THE ACFT X DEVIATING FROM CLRNC ROUTING.

Narrative: TRAINING WAS IN PROGRESS. ACFT #1 WAS ISSUED SVFR APCH WITHOUT ACTUAL 'CLRED INTO ANC CLASS C' PHRASEOLOGY, WAS ISSUED 'DIRECT' TO A POINT. ACFT #1 ELECTED TO DEVIATE FROM INSTRUCTION AND FLEW A PUBLISHED VFR ARR. DIRECT WAS NEEDED FOR SEPARATION WITH ACFT #2, SEPARATION WAS LOST AND THE CTLR WAS ISSUED RESPONSIBILITY FOR LOSS OF SEPARATION, WHICH, IF ACFT #1 DID AS INSTRUCTED, WOULD HAVE BEEN RETAINED.
