Narrative:
My aircraft and another aircraft were approaching fxe at the same time. I had the other aircraft on TCASII. Tower asked me to join a left downwind for runway 8. The other aircraft was given a left downwind for runway 13. Tower told us to maintain at or above 1500 ft, to the best of my recollections. We climbed to 1200 ft. I had the other aircraft in sight, but the tower frequency was congested. Tower issued a traffic alert, and I called traffic in sight. Tower meant to have us initiate a climb to 1500 ft, not at or below 1500 ft. During a conversation with the controller on the telephone, he meant to have us maintain 1500 ft. My readback was not corrected. There was no imminent danger of collision. Fxe is a very busy airport, but operates safely with a few small glitches.

Title: SA226 CAUSED TWR TO ISSUE A TFC ALERT OF A POTENTIAL CONFLICT WITH A C402 AHEAD, BY NOT CLBING TO A HIGHER ALT TO WHICH CLRED.
Narrative: MY ACFT AND ANOTHER ACFT WERE APCHING FXE AT THE SAME TIME. I HAD THE OTHER ACFT ON TCASII. TWR ASKED ME TO JOIN A L DOWNWIND FOR RWY 8. THE OTHER ACFT WAS GIVEN A L DOWNWIND FOR RWY 13. TWR TOLD US TO MAINTAIN AT OR ABOVE 1500 FT, TO THE BEST OF MY RECOLLECTIONS. WE CLBED TO 1200 FT. I HAD THE OTHER ACFT IN SIGHT, BUT THE TWR FREQ WAS CONGESTED. TWR ISSUED A TFC ALERT, AND I CALLED TFC IN SIGHT. TWR MEANT TO HAVE US INITIATE A CLB TO 1500 FT, NOT AT OR BELOW 1500 FT. DURING A CONVERSATION WITH THE CTLR ON THE TELEPHONE, HE MEANT TO HAVE US MAINTAIN 1500 FT. MY READBACK WAS NOT CORRECTED. THERE WAS NO IMMINENT DANGER OF COLLISION. FXE IS A VERY BUSY ARPT, BUT OPERATES SAFELY WITH A FEW SMALL GLITCHES.
