Narrative:
Mia approach control cleared us for visual approach to runway 9L and instructed us to contact mia tower. Mia tower cleared us to land on runway 9L. It appeared that there was an aircraft in position for takeoff on runway 9L. We questioned the tower about this several times and we were repeatedly told that there was no aircraft on runway and we were cleared to land. We initiated a go around realizing that there was in fact construction vehicles and a light 'X' in the touchdown zone. We again questioned the tower about the status of the runway. The tower said to maintain runway heading, go around and he will check. We landed on a different runway.

Title: B757 INITIATES GAR DUE TO MEN AND EQUIP ON RWY THAT MIA LCL CTLR INSISTS WERE NOT ON THE RWY.
Narrative: MIA APCH CTL CLRED US FOR VISUAL APCH TO RWY 9L AND INSTRUCTED US TO CONTACT MIA TWR. MIA TWR CLRED US TO LAND ON RWY 9L. IT APPEARED THAT THERE WAS AN ACFT IN POS FOR TKOF ON RWY 9L. WE QUESTIONED THE TWR ABOUT THIS SEVERAL TIMES AND WE WERE REPEATEDLY TOLD THAT THERE WAS NO ACFT ON RWY AND WE WERE CLRED TO LAND. WE INITIATED A GAR REALIZING THAT THERE WAS IN FACT CONSTRUCTION VEHICLES AND A LIGHT 'X' IN THE TOUCHDOWN ZONE. WE AGAIN QUESTIONED THE TWR ABOUT THE STATUS OF THE RWY. THE TWR SAID TO MAINTAIN RWY HDG, GO AROUND AND HE WILL CHK. WE LANDED ON A DIFFERENT RWY.
