Narrative:
Executed go around at lga due to insufficient spacing with aircraft departing on crossing runway. After following heading and airspeed instructions from approach control, tower requested s-turn on 3 mi final to allow for a departure on runway 431 (landing on runway 22). Tower cleared an air carrier Y flight for an immediate takeoff. Air carrier Y flight did not begin takeoff roll for at least 5-6 seconds and then appeared to accelerate slowly. At less than 1 mi to touchdown, with air carrier Y not airborne or through the intersection, I elected to go around. Air carrier Y aircraft was in sight at all times and no further conflict existed. Go around and subsequent landing were accomplished in a normal manner without excessive maneuvering. I was cleared to land before air carrier Y was cleared for takeoff. This problem could have been avoided if the air carrier Y aircraft had complied with tower's immediate takeoff instructions and been ready to roll when cleared. Tower could also have canceled takeoff clearance when it was apparent he was not rolling immediately.

Title: AN MD80 CREW, ON APCH TO LGA, EXECUTED A GAR WHEN SPACING WITH DEPARTING ACFT APPEARED INADEQUATE.
Narrative: EXECUTED GAR AT LGA DUE TO INSUFFICIENT SPACING WITH ACFT DEPARTING ON XING RWY. AFTER FOLLOWING HDG AND AIRSPD INSTRUCTIONS FROM APCH CTL, TWR REQUESTED S-TURN ON 3 MI FINAL TO ALLOW FOR A DEP ON RWY 431 (LNDG ON RWY 22). TWR CLRED AN ACR Y FLT FOR AN IMMEDIATE TKOF. ACR Y FLT DID NOT BEGIN TKOF ROLL FOR AT LEAST 5-6 SECONDS AND THEN APPEARED TO ACCELERATE SLOWLY. AT LESS THAN 1 MI TO TOUCHDOWN, WITH ACR Y NOT AIRBORNE OR THROUGH THE INTXN, I ELECTED TO GO AROUND. ACR Y ACFT WAS IN SIGHT AT ALL TIMES AND NO FURTHER CONFLICT EXISTED. GAR AND SUBSEQUENT LNDG WERE ACCOMPLISHED IN A NORMAL MANNER WITHOUT EXCESSIVE MANEUVERING. I WAS CLRED TO LAND BEFORE ACR Y WAS CLRED FOR TKOF. THIS PROB COULD HAVE BEEN AVOIDED IF THE ACR Y ACFT HAD COMPLIED WITH TWR'S IMMEDIATE TKOF INSTRUCTIONS AND BEEN READY TO ROLL WHEN CLRED. TWR COULD ALSO HAVE CANCELED TKOF CLRNC WHEN IT WAS APPARENT HE WAS NOT ROLLING IMMEDIATELY.
