Narrative:
Was departing lal. I had a time slot for XA45 departure. Contacted ground control requesting clearance to crew. Was told to depart VFR and pick up clearance in air and told to follow instructions of ground personnel for taxi and takeoff. We were waved for takeoff on right taxiway P. There was no conflict but I feel this was a dangerous situation. We were told by ATIS and by written instructions from duats to monitor ground control on 121.4 (maintain radio silence) and proceed straight out for 3 mi before proceeding on course. Monitoring ground on 121.4 they were giving tower instructions for inbound traffic but of no help for departures. The frequency we were given by ground control for clearance when airborne was 119.5. When we used that frequency, it was tpa tower, who was unable to help. Eventually we got orlando on 119.4 and received clearance. It seems to me ground control or clearance delivery should be able to give a clearance on the ground before takeoff when a time slot is required for IFR. Realizing there is a lot of traffic in a concentrated time period it seems that there should be a departure control with voice communication. Taking off on taxiway with heavy traffic landing on parallel runway requires radio control with such heavy congestion.

Title: PA28 PLT COMMENTS ON THE CONFUSION AND LACK OF STANDARDIZED PROCS AT LAL DURING A FLY-IN EVENT.
Narrative: WAS DEPARTING LAL. I HAD A TIME SLOT FOR XA45 DEP. CONTACTED GND CTL REQUESTING CLRNC TO CREW.
