Narrative:

When filing an nrp with a valid SID, dispatchers and pilots should be confident that route will be flown. More times than not, lax tmy will change our san-msp flts to a totally different SID and route. The really serious part is that notification is given to the flight crew as they are taxiing to the departure runway. That is a safety violation in my opinion. Changing nrp rtes has to stop, but if necessary, 10-15 mins advance notice must be provided! Callback conversation with reporter revealed the following information: ZLA specialist advised that nrp route changes can be caused by WX factors, route balancing, ATC sector workload, and airspace confign changes. When a problem is recognized, coordination with the user is effect as soon as possible.

THAT IS A SAFETY VIOLATION IN MY OPINION. CHANGING NRP RTES HAS TO STOP, BUT IF NECESSARY, 10-15 MINS ADVANCE NOTICE MUST BE PROVIDED! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ZLA SPECIALIST ADVISED THAT NRP RTE CHANGES CAN BE CAUSED BY WX FACTORS, RTE BALANCING, ATC SECTOR WORKLOAD, AND AIRSPACE CONFIGN CHANGES. WHEN A PROB IS RECOGNIZED, COORD WITH THE USER IS EFFECT ASAP.
