Narrative:
Circling approach minimum. On approach hrl, WX ATIS 12 broken 8 or 10 mi runway 17L/35R closed. Approach NDB runway 17L circle to runway 13. Wind 10 KTS. Approaching to NDB, tower advised WX now 9 broken and 8 or 10 mi. And stated 'we know your circling minimums are 1000 ft and 3 mi. I advised we'd fly the NDB and advise on circle. At 1200 ft AGL the field was in sight. I advised tower 'company has field in sight at 1200 ft AGL commencing circle to runway 13.' I believe (and still do) that NDB approach minimum (600/2) are controling in order for me to commence approach. I must subsequently have the field in sight at 1000 ft and more than 3 mi in order to commence circle maneuver.

Title: B737-300 CREW WAS TRYING TO JUSTIFY A CIRCLING APCH STARTED BELOW CIRCLING MINIMUMS THAT WERE ESTABLISHED BY THE COMPANY.
Narrative: CIRCLING APCH MINIMUM. ON APCH HRL, WX ATIS 12 BROKEN 8 OR 10 MI RWY 17L/35R CLOSED. APCH NDB RWY 17L CIRCLE TO RWY 13. WIND 10 KTS. APCHING TO NDB, TWR ADVISED WX NOW 9 BROKEN AND 8 OR 10 MI. AND STATED 'WE KNOW YOUR CIRCLING MINIMUMS ARE 1000 FT AND 3 MI. I ADVISED WE'D FLY THE NDB AND ADVISE ON CIRCLE. AT 1200 FT AGL THE FIELD WAS IN SIGHT. I ADVISED TWR 'COMPANY HAS FIELD IN SIGHT AT 1200 FT AGL COMMENCING CIRCLE TO RWY 13.' I BELIEVE (AND STILL DO) THAT NDB APCH MINIMUM (600/2) ARE CTLING IN ORDER FOR ME TO COMMENCE APCH. I MUST SUBSEQUENTLY HAVE THE FIELD IN SIGHT AT 1000 FT AND MORE THAN 3 MI IN ORDER TO COMMENCE CIRCLE MANEUVER.
