Narrative:

I received a duats briefing before this instructional flight. I am a CFI and I was going out flying with a soon to solo student. We departed myf and flew to rnm for touch-and-go practice. While flying in the downwind leg of the pattern, unicom advised us that the main runway was closed and they were using the taxiway that had been remarked to runway 28. No other information was relayed. Runway 28 had no txwys and all traffic had to taxi on the runway. Since traffic was very light, I elected to have the student do a couple of touch-and-goes. The other aircraft in the pattern was doing full stop lndgs and back-taxiing. On our third approach, we had to go around because the other aircraft stopped in the runway and turned around to back-taxi. When I inquired over the radio why he was doing this, he replied that he was advised that touch-and-goes were prohibited on the converted taxiway. I told him that I thought that what he was doing was unsafe. We immediately left the airport area and returned to myf. At myf, I obtained another duats briefing for the flight that we had just taken. I discovered that I had overlooked the ramona NOTAM. For the previous couple of months the NOTAM had been for displaced thresholds on the runway while construction was taking place. The NOTAM had been changed to the alternate runway with wingspan and weight limitations along with the prohibition of touch-and-goes. I had seen this NOTAM in the original briefing, but did not read it assuming that it was the previous NOTAM. I should have been more diligent in reading the NOTAMS.

Title: C172 INSTRUCTOR AND STUDENT WERE DOING TOUCH-AND-GOES WHEN NOTAMED THAT ONLY FULL STOPS WERE PERMITTED AT RNM.

Narrative: I RECEIVED A DUATS BRIEFING BEFORE THIS INSTRUCTIONAL FLT. I AM A CFI AND I WAS GOING OUT FLYING WITH A SOON TO SOLO STUDENT. WE DEPARTED MYF AND FLEW TO RNM FOR TOUCH-AND-GO PRACTICE. WHILE FLYING IN THE DOWNWIND LEG OF THE PATTERN, UNICOM ADVISED US THAT THE MAIN RWY WAS CLOSED AND THEY WERE USING THE TXWY THAT HAD BEEN REMARKED TO RWY 28. NO OTHER INFO WAS RELAYED. RWY 28 HAD NO TXWYS AND ALL TFC HAD TO TAXI ON THE RWY. SINCE TFC WAS VERY LIGHT, I ELECTED TO HAVE THE STUDENT DO A COUPLE OF TOUCH-AND-GOES. THE OTHER ACFT IN THE PATTERN WAS DOING FULL STOP LNDGS AND BACK-TAXIING. ON OUR THIRD APCH, WE HAD TO GO AROUND BECAUSE THE OTHER ACFT STOPPED IN THE RWY AND TURNED AROUND TO BACK-TAXI. WHEN I INQUIRED OVER THE RADIO WHY HE WAS DOING THIS, HE REPLIED THAT HE WAS ADVISED THAT TOUCH-AND-GOES WERE PROHIBITED ON THE CONVERTED TXWY. I TOLD HIM THAT I THOUGHT THAT WHAT HE WAS DOING WAS UNSAFE. WE IMMEDIATELY LEFT THE ARPT AREA AND RETURNED TO MYF. AT MYF, I OBTAINED ANOTHER DUATS BRIEFING FOR THE FLT THAT WE HAD JUST TAKEN. I DISCOVERED THAT I HAD OVERLOOKED THE RAMONA NOTAM. FOR THE PREVIOUS COUPLE OF MONTHS THE NOTAM HAD BEEN FOR DISPLACED THRESHOLDS ON THE RWY WHILE CONSTRUCTION WAS TAKING PLACE. THE NOTAM HAD BEEN CHANGED TO THE ALTERNATE RWY WITH WINGSPAN AND WT LIMITATIONS ALONG WITH THE PROHIBITION OF TOUCH-AND-GOES. I HAD SEEN THIS NOTAM IN THE ORIGINAL BRIEFING, BUT DID NOT READ IT ASSUMING THAT IT WAS THE PREVIOUS NOTAM. I SHOULD HAVE BEEN MORE DILIGENT IN READING THE NOTAMS.
