Narrative:

Aircraft X flight ab arrived ZZZ1, engines #1 and #2 showed oil leaking. Found oil caps not installed. Aircraft had a forced 3 service on a quick flight turn. Callback conversation with reporter acn 544915 revealed the following information: the reporter stated the condition of the oil caps on arrival is uncertain but believes the caps were on, but not locked. The reporter said the caps are similar to the B727 and B737 caps with the lock tab. The reporter stated the actual servicing of the engines was accomplished by another technician working the check but the paperwork for oiling the engines was signed by the reporter. The reporter said the FAA has been advised of the incident.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE ON AN ETOPS FLT WITH L AND R ENG OIL CAPS NOT SECURED.

Narrative: ACFT X FLT AB ARRIVED ZZZ1, ENGS #1 AND #2 SHOWED OIL LEAKING. FOUND OIL CAPS NOT INSTALLED. ACFT HAD A FORCED 3 SVC ON A QUICK FLT TURN. CALLBACK CONVERSATION WITH RPTR ACN 544915 REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CONDITION OF THE OIL CAPS ON ARR IS UNCERTAIN BUT BELIEVES THE CAPS WERE ON, BUT NOT LOCKED. THE RPTR SAID THE CAPS ARE SIMILAR TO THE B727 AND B737 CAPS WITH THE LOCK TAB. THE RPTR STATED THE ACTUAL SVCING OF THE ENGS WAS ACCOMPLISHED BY ANOTHER TECHNICIAN WORKING THE CHK BUT THE PAPERWORK FOR OILING THE ENGS WAS SIGNED BY THE RPTR. THE RPTR SAID THE FAA HAS BEEN ADVISED OF THE INCIDENT.
