Narrative:
At teb, my first officer and I were given clearance to taxi from the GA ramp on the west side out to runway 24. The clearance was taxi via taxiway P, hold short of taxiway B. Prior to reaching taxiway B we were instructed to continue ahead and hold short of what we thought was runway 24. This meant we had to cross runway 19, which was active for arriving traffic. Upon entering taxiway a, ground control informed us we had crossed runway 19 without permission. My co-captain and myself were both sure we had been given permission to cross runway 19. No conflicts with other aircraft occurred. We feel 2 things led to the problem. First, we were preparing to depart a busy airport with a complicated SID. While taxiing and reviewing for the final time we were distraction. Second, I feel that no aircraft should be given permission or clearance to cross any active runway prior to being #1 to cross and at the hold short line. This does 2 things at one time. First, all crews know they must be at the hold line and stopped prior to being allowed to cross. Second, this would make crews and controllers communicate prior to crossing any active or inactive runway.

Title: LEARJET 55 FLC CROSSED ACTIVE RWY DURING TAXI OUT WITHOUT CLRNC DUE TO THEIR MISUNDERSTANDING OF THEIR TAXI CLRNC.
Narrative: AT TEB, MY FO AND I WERE GIVEN CLRNC TO TAXI FROM THE GA RAMP ON THE W SIDE OUT TO RWY 24. THE CLRNC WAS TAXI VIA TXWY P, HOLD SHORT OF TXWY B.
