Narrative:
ZLC rerte to golden gate arrival declined due to excess fuel burn en route. ZLC stated pilot must declare fuel emergency in order to decline. We were in contact with dispatch regarding fuel burn and status for rerte. Dispatch information inconclusive. Aircraft FMC indicated rerte would cause minimum fuel arrival.

Narrative: ZLC RERTE TO GOLDEN GATE ARR DECLINED DUE TO EXCESS FUEL BURN ENRTE. ZLC STATED PLT MUST DECLARE FUEL EMER IN ORDER TO DECLINE. WE WERE IN CONTACT WITH DISPATCH REGARDING FUEL BURN AND STATUS FOR RERTE. DISPATCH INFO INCONCLUSIVE. ACFT FMC INDICATED RERTE WOULD CAUSE MINIMUM FUEL ARR.
