Narrative:
I arrived at the airport early to print out WX and NOTAMS for flight to rdm, as we had not been there in several months and we would arrive at night after the tower was closed. NOTAM said runway 4/22 was closed 'wef xxxxxx.' I had always thought 'wef' meant 'wkdays, effective.' this was sunday, so no problem (I thought). When we arrived at rdm, I could not get the runway lights for runway 22 to go on. No ATIS, no tower (only AWOS). A voice on unicom said runway 22 was closed. We made an approach to runway 28 and landed uneventfully. This was stupid on my part. I find that 'wef' means 'went into effect,' so the runway was closed on sunday. A contributing factor was that wef is not defined in my FARS book. Next time I will call flight service if I don't understand a term. Don't guess! Be certain. A good lesson learned.

Title: EMB120 FO MISINTERPED A NOTAM ABBREVIATION AND BELIEVED THAT THE DEST RWY WOULD BE OPEN INSTEAD OF CLOSED ON THE WKDAYS TO WHICH HE HAD FLT PLANNED.

NOTAM SAID RWY 4/22 WAS CLOSED 'WEF XXXXXX.' I HAD ALWAYS THOUGHT 'WEF' MEANT 'WKDAYS, EFFECTIVE.' THIS WAS SUNDAY, SO NO PROB (I THOUGHT).
