Narrative:

Aircraft X northbound FL370 head-on with aircraft Y sbound at FL370. Turns and altitude were not issued in a timely manner to provide separation. Supplemental information from acn 549883: dacos d-side called btv/mad d-side with a handoff on aircraft X who was nwbound at FL370. Aircraft Y was sbound at FL370. Dacos had communications with aircraft Y. Traffic didn't look like a factor and btv/mad d-side said keep aircraft X coming. At that point, aircraft X turned northbound and the dacos radar initiated turns and altitude adjustments to provide separation.
