Narrative:

I received a briefing for a local photo flight. The flight did not include a mention of a tfr around disney world. I departure as a flight of 2 information with a cessna 172. We operated over disney world from about XA15 to XB00, always at least 1000 ft AGL. At about XB00 EDT, we completed the flight and were followed back by a sheriff's helicopter. The crew informed us that we had violated a tfr for flight below 3000 ft AGL over 'an open air assembly of people.' at no time was I aware the disney world, prior to it's opening time, constitutes an open air assembly of people especially when the parking lot is devoid of all vehicles. If so, I recommend much clrer dissemination of data from flight service. Furthermore, I called approach several times for advisories, but never received an answer. If they were required to answer us and give us a squawk, perhaps this whole incident could have been avoided. Supplemental information from acn 549554: on the way back to our departure airport, the pilot conducting the photo shoot made an inquiry with the tower as to the presence of a helicopter he observed 'following' the formation flight. At that point, the helicopter pilot (a local law enforcement officer) responded that he would discus the matter further on the ground. He stated that post 09/tue/02 thinking may be a reason park personnel were alarmed. I did say that I was aware of a tfr in effect for flying in the vicinity of an 'open air assembly of people,' such as a stadium. He stated that the very same tfr applied to theme parks and actually has the words 'theme parks' in the text of the NOTAM.

Title: A C185 PLT, ON A PHOTO SHOOT, VIOLATED A 'TFR' INVOLVING A MAJOR OPEN AIR ASSEMBLY OF PEOPLE.

Narrative: I RECEIVED A BRIEFING FOR A LOCAL PHOTO FLT. THE FLT DID NOT INCLUDE A MENTION OF A TFR AROUND DISNEY WORLD. I DEP AS A FLT OF 2 INFORMATION WITH A CESSNA 172. WE OPERATED OVER DISNEY WORLD FROM ABOUT XA15 TO XB00, ALWAYS AT LEAST 1000 FT AGL. AT ABOUT XB00 EDT, WE COMPLETED THE FLT AND WERE FOLLOWED BACK BY A SHERIFF'S HELI. THE CREW INFORMED US THAT WE HAD VIOLATED A TFR FOR FLT BELOW 3000 FT AGL OVER 'AN OPEN AIR ASSEMBLY OF PEOPLE.' AT NO TIME WAS I AWARE THE DISNEY WORLD, PRIOR TO IT'S OPENING TIME, CONSTITUTES AN OPEN AIR ASSEMBLY OF PEOPLE ESPECIALLY WHEN THE PARKING LOT IS DEVOID OF ALL VEHICLES. IF SO, I RECOMMEND MUCH CLRER DISSEMINATION OF DATA FROM FLT SERVICE. FURTHERMORE, I CALLED APCH SEVERAL TIMES FOR ADVISORIES, BUT NEVER RECEIVED AN ANSWER. IF THEY WERE REQUIRED TO ANSWER US AND GIVE US A SQUAWK, PERHAPS THIS WHOLE INCIDENT COULD HAVE BEEN AVOIDED. SUPPLEMENTAL INFO FROM ACN 549554: ON THE WAY BACK TO OUR DEP ARPT, THE PLT CONDUCTING THE PHOTO SHOOT MADE AN INQUIRY WITH THE TWR AS TO THE PRESENCE OF A HELI HE OBSERVED 'FOLLOWING' THE FORMATION FLT. AT THAT POINT, THE HELI PLT (A LOCAL LAW ENFORCEMENT OFFICER) RESPONDED THAT HE WOULD DISCUS THE MATTER FURTHER ON THE GND. HE STATED THAT POST 09/TUE/02 THINKING MAY BE A REASON PARK PERSONNEL WERE ALARMED. I DID SAY THAT I WAS AWARE OF A TFR IN EFFECT FOR FLYING IN THE VICINITY OF AN 'OPEN AIR ASSEMBLY OF PEOPLE,' SUCH AS A STADIUM. HE STATED THAT THE VERY SAME TFR APPLIED TO THEME PARKS AND ACTUALLY HAS THE WORDS 'THEME PARKS' IN THE TEXT OF THE NOTAM.
