Narrative:
Aircraft #2 was observed at 1900 ft MSL on radar northbound. Aircraft #1 had a TCASII RA and had to level off. Aircraft #1 was very concerned. This problem occurs on an almost daily basis here at bur. In the pattern, aircraft #2, may not have been clear of the cloud clearance limits set by the far/aim.

Title: ACR B737 ON APCH TO BUR RECEIVES TCASII WARNING ON TFC THAT MAY HAVE BEEN VFR IN IFR CONDITIONS.
Narrative: ACFT #2 WAS OBSERVED AT 1900 FT MSL ON RADAR NBOUND. ACFT #1 HAD A TCASII RA AND HAD TO LEVEL OFF. ACFT #1 WAS VERY CONCERNED. THIS PROB OCCURS ON AN ALMOST DAILY BASIS HERE AT BUR. IN THE PATTERN, ACFT #2, MAY NOT HAVE BEEN CLR OF THE CLOUD CLRNC LIMITS SET BY THE FAR/AIM.
