Narrative:
We installed a new tab on aircraft XXX in ZZZ, us. We changed it because the aircraft came back with bad vibration. The new tab was installed per the aircraft maintenance manual with parts ordered from the ipc. We installed 3 old bolts after we inspected each for condition and one new one (bolt, nut, and washers) as well as new keys from the ipc. We then did the airworthiness direction section 1.11111-55 on both l-hand and r-hand tabs, never removing the nut from the bolt. All checked good as per the airworthiness directive and all parts were retorqued as per airworthiness direction section 1.11111-55 page 34 step 16 (which calls out the nut from the ipc and not the note). In my view, we did not do anything wrong and we turned out a good and safe product.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE ELEVATOR TAB BOLT NUTS NOT REPLACED PER THE AIRWORTHINESS DIRECTIVE DUE TO A PUB DEFICIENCY.
Narrative: WE INSTALLED A NEW TAB ON ACFT XXX IN ZZZ, US. WE CHANGED IT BECAUSE THE ACFT CAME BACK WITH BAD VIBRATION. THE NEW TAB WAS INSTALLED PER THE ACFT MAINT MANUAL WITH PARTS ORDERED FROM THE IPC. WE INSTALLED 3 OLD BOLTS AFTER WE INSPECTED EACH FOR CONDITION AND ONE NEW ONE (BOLT, NUT, AND WASHERS) AS WELL AS NEW KEYS FROM THE IPC. ALL CHKED GOOD AS PER THE AIRWORTHINESS DIRECTIVE AND ALL PARTS WERE RETORQUED AS PER AIRWORTHINESS DIRECTION SECTION 1.11111-55 PAGE 34 STEP 16 (WHICH CALLS OUT THE NUT FROM THE IPC AND NOT THE NOTE). IN MY VIEW, WE DID NOT DO ANYTHING WRONG AND WE TURNED OUT A GOOD AND SAFE PRODUCT.
