Narrative:
ATC facility, ZKC. Location J21 approximately 100 NM north of judge intersection. En route on J21, approached anvil overhang from thunderstorm to the west. Attempted multiple calls to ATC for deviation left clearance which were either blocked or unanswered due to frequency congestion. Deviated 25 degrees left heading to 5 NM east of track to avoid WX and finally successfully informed ATC of deviation. ATC advised to turn back to 235 degree heading. Complied with ATC, but also advised unable to maintain that heading due to WX. ATC again directed that we maintain a 235 degree heading. After a second exchange with ATC emphasizing the need to again deviate left, ATC 'authorized' the deviation and descended our flight to FL330 'for traffic.'

Title: DEV FROM PROC AND CLRNC WHEN THE PIC OF AN FK100 TURNS OFF COURSE TO AVOID A TSTM NEAR J21 ON FREQ WITH ZKC, KS.
Narrative: ATC FACILITY, ZKC. LOCATION J21 APPROX 100 NM N OF JUDGE INTXN. ENRTE ON J21, APCHED ANVIL OVERHANG FROM TSTM TO THE W. ATTEMPTED MULTIPLE CALLS TO ATC FOR DEV L CLRNC WHICH WERE EITHER BLOCKED OR UNANSWERED DUE TO FREQ CONGESTION. DEVIATED 25 DEGS L HDG TO 5 NM E OF TRACK TO AVOID WX AND FINALLY SUCCESSFULLY INFORMED ATC OF DEV. ATC ADVISED TO TURN BACK TO 235 DEG HDG. COMPLIED WITH ATC, BUT ALSO ADVISED UNABLE TO MAINTAIN THAT HDG DUE TO WX. ATC AGAIN DIRECTED THAT WE MAINTAIN A 235 DEG HDG. AFTER A SECOND EXCHANGE WITH ATC EMPHASIZING THE NEED TO AGAIN DEVIATE L, ATC 'AUTHORIZED' THE DEV AND DESCENDED OUR FLT TO FL330 'FOR TFC.'
