Narrative:
Mgm tower airspace and maxwell tower have what I believe to be a dangerous procedure called the 'burno 1 departure' off maxwell. Military practice approachs cannot comply with this procedure. A T38 was way off course on his climb out and almost collided with an aircraft on the south side of mgm airport. A sharp tower controller saw this but the T38 was 4 mi south of his departure instructions.
