Leveled off at 8000 ft, maintained 220 KTS, performed leading edge flaps transit checklist. Visually verified asymmetric slats on both wings. Declared emergency with mia. Told them we would be returning to land at miami. Accomplished asymmetrical or no leading edge devices checklist. Accomplished all normal checklists. Pilot did flaps 15 degree landing at 130000 pounds.
