Narrative:

During pattern work runway 31R while on short final, had not received a landing clearance, was about to call tower for clearance, when another aircraft called ready for takeoff. Controller issued clearance to other aircraft onto our runway of intended landing. We immediately started a go around to avoid a conflict. Controller was asked about lack of clearance and conflict. He then yelled at us on frequency that it was our responsibility to issue position reports in controled airspace. This controller appears to have serious and continued problems and is not safely conducting his attention on controling traffic. This is the 2ND similar occurrence in 2 days. Callback conversation with reporter revealed the following information: the reporter said a particular controller at rhv has been harassing pilots for almost 2 yrs. He does a lot of flight instruction at rhv and usually lets the students work the radios from takeoff to landing, but steps in when the controller starts yelling at the student. He said he has discussed the problem with the tower chief on several occasions without any change in the controller's behavior.

Title: RHV LCL CTLR CLRS TFC FOR TKOF CAUSING TFC ON SHORT FINAL WAITING FOR A LNDG CLRNC TO GO AROUND.

Narrative: DURING PATTERN WORK RWY 31R WHILE ON SHORT FINAL, HAD NOT RECEIVED A LNDG CLRNC, WAS ABOUT TO CALL TWR FOR CLRNC, WHEN ANOTHER ACFT CALLED READY FOR TKOF. CTLR ISSUED CLRNC TO OTHER ACFT ONTO OUR RWY OF INTENDED LNDG. WE IMMEDIATELY STARTED A GAR TO AVOID A CONFLICT. CTLR WAS ASKED ABOUT LACK OF CLRNC AND CONFLICT. HE THEN YELLED AT US ON FREQ THAT IT WAS OUR RESPONSIBILITY TO ISSUE POS RPTS IN CTLED AIRSPACE. THIS CTLR APPEARS TO HAVE SERIOUS AND CONTINUED PROBS AND IS NOT SAFELY CONDUCTING HIS ATTN ON CTLING TFC. THIS IS THE 2ND SIMILAR OCCURRENCE IN 2 DAYS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID A PARTICULAR CTLR AT RHV HAS BEEN HARASSING PLTS FOR ALMOST 2 YRS. HE DOES A LOT OF FLT INSTRUCTION AT RHV AND USUALLY LETS THE STUDENTS WORK THE RADIOS FROM TKOF TO LNDG, BUT STEPS IN WHEN THE CTLR STARTS YELLING AT THE STUDENT. HE SAID HE HAS DISCUSSED THE PROB WITH THE TWR CHIEF ON SEVERAL OCCASIONS WITHOUT ANY CHANGE IN THE CTLR'S BEHAVIOR.
