Executed go around and consulted flight handbook for procedure to follow with flaps partially extended. Did not try to retract, but procedure said to put flaps in position of least flap, so moved handle to 5 degrees flap position. No flap movement. Set speed for landing as directed by procedure and returned for landing. Advised dispatch and flight attendants of condition and advised passenger what was happening. Landing was uneventful.
